چکیده
Afetler, ilk çağlardan bu yana insan yaşamının ayrılmaz bir parçasıdır. Başta depremler olmak üzere yangınlar, büyük kazalar, patlamalar, sel baskınları, heyelan, terör olayları, salgınlar gibi afet olayları tarih boyunca fiziksel çevrede ve topluluklarında çok kayıplara yol açmıştır. Bu kayıpları en aza indirmek olası afetleri önlemek için sistemli yönetimi gerekmektedir. Felaketlerin çeşitliliği büyüklüğünün yanı sıra can mal kayıplarına açmaları nedeniyle yasal düzenlemeler de zamanla değişmiştir. 17 Ağustos 1999 İzmit Körfezi 12 Kasım Düzce depremleri olarak tarihimizde yer aldı. Özellikle Türkiye önemli dönüm noktasını oluşturmuş alanda sivil toplum örgütlerinin faaliyetlerini hızlandırmıştır. Ülkemizde kapsamında kurulan pek kuruluşu bulunmaktadır. Bunlar arasında alan Türk Kızılay yönetiminde roller üstlenmektedir. çalışmada kavramsal çerçevede tanımlanmakta, kuruluşuna verilmekte olan ulusal uluslararası çalışmaları ile Covid-19 salgınıyla mücadeledeki hizmetlerine değinilmektedir.
